UK Selects Peppol for 2029 E-Invoicing Mandate

The UK Government has confirmed that the Peppol Network will serve as the Core Interoperability Network (CIN) for the country’s planned e-invoicing mandate in 2029, providing long-awaited clarity on the technical direction of the programme.

The announcement gives software vendors, service providers and businesses a clear framework on which to base implementation plans, despite the mandate being more than three years away.

The decision also means the UK will build on existing infrastructure rather than developing a new national interoperability framework. The NHS has exchanged invoices over Peppol since 2022 and is already one of the network’s largest users globally, providing the UK with an established foundation for wider adoption.

The move aligns the UK with a growing number of jurisdictions adopting Peppol-based models, including Belgium, Ireland, Slovakia, Singapore, Oman and the UAE. For multinational organisations, greater alignment around a common interoperability network has the potential to simplify cross-border implementations and reduce integration costs.

 Peppol also supports a wider range of procurement documents beyond invoices, including orders, catalogues and dispatch advice, providing a platform for broader digital trade transformation over time.

Attention is now expected to turn to implementation policy, including the future treatment of existing EDI and three-corner exchange models. One option would be to require all invoice exchanges to move onto Peppol. Another would be to allow existing models to continue, similar to Belgium’s approach, where alternative exchange mechanisms remain permitted until the introduction of e-reporting.
