Dominican Republic Delays SME E-Invoicing Wave

The Dominican Republic has extended the implementation deadline for the final phase of its mandatory e-invoicing programme, giving small, micro and unclassified taxpayers an additional six months to comply with the country's electronic invoicing requirements.

The extension was confirmed by the General Directorate of Internal Taxes (DGII) through Notice 06-26, which moves the compliance deadline from 15th May 2026 to 15th November 2026.

The postponement applies to the final wave of taxpayers transitioning to the Dominican Republic's e-CF electronic invoicing system. Large national taxpayers and many medium-sized businesses have already completed implementation under earlier phases of the rollout.

The DGII has stated that the extension is intended to support taxpayers that are still in the process of adopting the new framework. The move highlights a challenge faced by tax authorities globally as e-invoicing mandates expand beyond large enterprises. While larger organisations often have dedicated tax and technology resources, smaller businesses frequently require additional time to adapt systems and processes to meet new compliance obligations.

Businesses must register with the tax authority, obtain digital certificates, establish compliant invoicing processes and ensure they can generate, transmit and archive invoices in the required format.

Despite the delay, the Dominican Republic remains one of the most advanced e-invoicing jurisdictions in the Caribbean. Its e-CF regime operates as a clearance model, requiring invoices to be validated by the DGII before they become authorised tax documents.
