EU eInvoicing Directive 2014 Under Review

The EU eInvoicing Directive (2014/55/EU), established in 2014, is currently under review and being assessed for possible revision as part of ongoing EU reforms. The Directive was designed to standardise electronic invoicing in public procurement (B2G) across the EU. Since 2014, the framework has evolved through updates to the EN 16931 standard, the development of VAT in the Digital Age (ViDA), and the widespread adoption of networks such as Peppol. However, these developments have occurred without a formal revision of the Directive itself.

The European Commission is running a public consultation with businesses, service providers, public authorities, and industry stakeholders to gather evidence on what is working today and what needs to change in order to better align the framework with ViDA objectives.

Stakeholders include industry bodies and ecosystems such as Peppol and relevant standards organisations (e.g. CEN working groups).

Potential areas of change being explored include:

  • A broader role for B2B e-invoicing
  • Increased standardisation
  • Stronger interoperability requirements,
  • Clearer governance of network models such as Peppol
  • Possible accreditation frameworks for service providers
  • Reduced fragmentation across Member States
