France Adds New E-Invoicing Specifications

France has published a further set of technical specifications supporting its B2B e-invoicing mandate, with AFNOR releasing additional documentation covering business use cases, data flows and third-party interactions less than two months before the first phase of mandatory implementation begins on 1st September 2026.
The latest publications continue to expand the operational framework underpinning the mandate, providing further guidance for businesses, software vendors and ASPs preparing their implementations.
The new documentation includes additional specifications covering:
- Business use cases for a wider range of commercial scenarios
- Invoice data flows between participants
- Third-party relationships, including factors, subcontractors and other authorised intermediaries
- Interactions between businesses, ASPs and the wider French e-invoicing ecosystem
- Further operational guidance to support consistent implementation across the network
The publication highlights how the French programme has evolved beyond defining invoice formats and technical messaging. The focus is increasingly on documenting how complex, real-world business scenarios should operate consistently across a decentralised e-invoicing ecosystem.
The timing of the publication is notable. With fewer than two months remaining until the first phase of the mandate, businesses, ERP providers and ASPs are continuing to receive additional operational guidance as they complete testing and implementation activities.
Viewed in isolation, the publication of further technical documentation close to go-live is not unusual for a programme of this scale. However, it comes at a time when questions continue to be raised about ecosystem readiness. Recent figures published by the DGFiP showed that, although 138 ASPs have received definitive approval, only 51 are actively participating in testing. At the same time, the French authorities have confirmed a pragmatic enforcement approach, with "no automatic and blind sanctions" for organisations that have made genuine efforts to comply from the start of the mandate.
