North Macedonia Advances E-Invoicing Pilot Ahead of October Go-Live

North Macedonia has launched the third phase of its national e-Faktura pilot as preparations continue for the country's mandatory B2B e-invoicing mandate on 1st October 2026.
The latest pilot moves beyond technical integration testing and focuses on complete invoice lifecycle processes, including invoice creation, submission, validation, acceptance, rejection and cancellation.
Participating businesses are also testing a new web-based application designed to simulate day-to-day invoice processing.
The programme marks a shift from earlier phases, which concentrated on API connectivity, ERP integration and XML message exchange. The current phase is intended to validate operational workflows before the system enters production.
The Public Revenue Office (PRO) has not announced any change to the implementation timetable, with the October 2026 go-live date remaining in place.
Under the new framework, North Macedonia will introduce a real-time clearance model. Suppliers will submit structured electronic invoices to the PRO for validation before they become legally valid and can be exchanged with buyers.
The mandate is expected to apply to VAT-registered businesses and cover both B2B and B2G transactions.
Larger organisations will be able to integrate directly with the platform, while smaller businesses are expected to have access to a government web portal for issuing compliant invoices.
Several implementation details, including the final technical specifications, production APIs, XML schemas and penalty framework, are still expected before the mandate comes into force.
