Spain Calls for ViDA Alignment of VERI*FACTU, SII and B2B E-Invoicing

Spain's Senate has approved a motion urging the Government to align the country's forthcoming VERI*FACTU invoicing system with the EU's VAT in the Digital Age (ViDA) reforms and develop a single roadmap covering Spain's digital VAT reporting obligations.
The motion calls on the Government to integrate three separate initiatives into a single transaction reporting model:
- mandatory domestic B2B e-invoicing
- the VERI*FACTU certified invoicing system
- the existing Immediate Supply of Information (SII) real-time VAT reporting regime.
The Senate said the objective should be to align Spain's domestic reporting framework with the Digital Reporting Requirements (DRR) introduced under the EU's ViDA reforms, while avoiding the creation of duplicate or incompatible reporting systems from 2030. It also called for a coordinated public roadmap, legal certainty for businesses and a transition period to minimise repeated technology changes, particularly for SMEs.
The motion does not change Spain's existing implementation timetable for VERI*FACTU or domestic B2B e-invoicing, and it is not legally binding. Any changes to Spain's digital reporting framework would require action by the Government.
