Angola is set to introduce mandatory electronic invoicing for resident companies, according to the country’s General Tax Administration (AGT).
The initiative follows the publication of Presidential Decree No. 71/25 on March 20, which establishes a new Legal Framework for Tax Invoices. The framework, replacing a previous decree, will take effect in September 2025 and marks a significant step in the country’s effort to modernize tax compliance and curb evasion.
Under the new rules, businesses falling under the general and simplified VAT regimes must issue electronic invoices through AGT-validated software or the AGT-provided portal. The system requires real-time invoice data transmission to tax authorities and bi-monthly sales reporting. Taxpayers under the exclusion regime may opt in voluntarily and use certified pre-printed invoices or the AGT’s digital tools.
