France Clarifies E-Reporting Obligations For Foreign Businesses

France's tax authority, DGFiP, has published new guidance clarifying e-reporting obligations for foreign businesses that are VAT registered in France but do not have a permanent establishment in the country.
The guidance, published on 4th June 2026, addresses a longstanding area of uncertainty ahead of the 1st September 2026 launch of France's e-invoicing and e-reporting regime.
Under the clarification, certain foreign businesses without a permanent establishment in France may still be required to comply with French e-reporting obligations where they carry out transactions that fall within the scope of the regime.
The update is significant because many international businesses had been seeking confirmation on how the rules would apply to organisations that are VAT registered in France but operate from outside the country.
The guidance provides additional detail on the circumstances in which transaction data must be reported to the French tax authority, helping affected businesses assess their obligations before go-live.
For multinational organisations, the clarification may have implications for VAT compliance processes, reporting controls and service provider selection, particularly where French transactions are managed from shared service centres or regional finance hubs located outside France.
The publication also highlights a broader trend emerging across the EU. As e-invoicing and digital reporting mandates mature, tax authorities are increasingly issuing detailed guidance to address cross-border scenarios and edge cases that were not fully resolved in the initial legislation.
With less than three months until go-live, the latest clarification provides additional certainty for foreign businesses that have been waiting for confirmation on how France's e-reporting obligations will apply in practice.
