From 1st January 2027, businesses in Germany with 2026 turnover above €800,000 must issue structured e-invoices. On 15th October, Germany’s Federal Ministry of Finance (BMF) published its third guidance letter, which answers several practical questions that have been holding up preparations. The deadline is unchanged, but the letter clarifies how to handle attachments, advance payments, corrections and validation errors.
What you may need to do
- Review rejection rules: Technical validation errors don’t automatically invalidate an invoice for VAT purposes. AP teams should check whether their systems are rejecting invoices that remain valid.
- Check your structured data: All mandatory VAT information must appear in the structured invoice. Supporting detail, such as timesheets or bills of quantities, can be sent as embedded attachments.
- Update correction processes: Corrections must themselves be e-invoices, although the BMF allows some flexibility in how they are made.
What you don’t need to do
- Rush advance-payment changes: Transitional arrangements for final invoices involving advance payments now run until 30th June 2030.
- Revisit earlier invoices: Invoices issued before 31st December 2026 that follow previous BMF guidance won’t be challenged solely for missing the new requirements.
With around ten weeks to go, the letter gives finance teams a firmer basis for final testing.
