Malaysia Plans E-Invoicing Requirements for Foreign E-Commerce Platforms

Malaysia’s Finance Ministry plans to require foreign e-commerce platforms and their related vendors to adopt e-invoicing and establish offices in the country, according to Domestic Trade and Cost of Living Minister Datuk Seri Armizan Mohd Ali.
Speaking in Parliament on 28th October during the Budget 2027 debate, Armizan described the measure as an immediate step to strengthen monitoring of foreign platforms. He said implementation would take place soon, but the report did not specify a commencement date or detailed compliance requirements.
The announcement comes amid concerns from local retailers about differences in the regulatory, tax and compliance obligations facing domestic businesses and overseas competitors. The government also plans to introduce legislation regulating foreign platforms during the first parliamentary sitting of 2027.
