Netherlands Confirms Domestic B2B E-Invoicing for July 2030
The Netherlands has confirmed plans to mandate domestic B2B e-invoicing from 1st July 2030, moving forward with proposals first announced earlier this year.
In March, sharedserviceslink reported that the Dutch Ministry of Finance was considering extending mandatory e-invoicing to domestic B2B transactions as part of its implementation of VAT in the Digital Age (ViDA).¹
At that stage, this was a proposal.
The Dutch government has now confirmed its policy decision: **domestic B2B e-invoicing will become mandatory from 1st July 2030, with domestic digital transaction reporting following from 1st July 2031.**²
The move aligns domestic e-invoicing with ViDA, which will introduce mandatory e-invoicing and digital transaction reporting for cross-border intra-EU B2B transactions from July 2030.
EU Member States have the option to extend these requirements to domestic transactions. The Dutch government has now confirmed it intends to do so.
Under the proposed timetable:
- 1st July 2030 – mandatory domestic B2B e-invoicing
- 1st July 2030 – ViDA digital transaction reporting for intra-EU B2B transactions
- 1st July 2031 – mandatory digital transaction reporting for domestic B2B transactions
Businesses covered by the Dutch small-business scheme, KOR, with annual turnover of no more than €20,000, will be exempt from the domestic e-invoicing and reporting requirements.
Some technical decisions are still to come.
The government said further research will determine how secure and reliable data exchange should operate, as well as the wider impact of the requirements on businesses.
A draft bill is expected to enter public consultation in autumn 2026, before being submitted to the Dutch House of Representatives before summer 2027.
So while legislation still needs to pass through the parliamentary process, the policy question covered by sharedserviceslink in March has now been answered: the Netherlands intends to extend mandatory e-invoicing to domestic B2B transactions.
