ONESOURCE Pagero and Oracle Launch Embedded E-Invoicing Solution for Global Compliance

Global e-invoicing mandates are reshaping compliance for businesses worldwide. More than 90 countries now require real-time invoice reporting and continuous transaction controls (CTCs), putting pressure on finance and tax teams to maintain accuracy, speed, and transparency in every transaction.
In response, ONESOURCE Pagero and Oracle have partnered to deliver an embedded e-invoicing solution designed to simplify compliance for organizations operating across multiple jurisdictions. The integration connects ONESOURCE Pagero’s global network with Oracle Fusion ERP, allowing businesses to validate invoices instantly and reduce compliance risk without manual intervention.
The solution relies on two key components: Oracle’s Collaboration Messaging Framework (CMK) and ONESOURCE Pagero’s Universal Format (PUF). CMK is Oracle’s standard for exchanging structured messages between ERP systems and external platforms, supporting outbound invoice messages for accounts payable (AP) and accounts receivable (AR) processes and capturing inbound responses from tax authorities or suppliers.
ONESOURCE Pagero’s PUF standardizes invoice data across jurisdictions, enabling real-time validations for mandates such as Saudi Arabia’s ZATCA and Poland’s KSeF. By mapping Oracle’s CMK message structure to Pagero’s PUF schema, the integration supports compliance without manual intervention. Standard Oracle invoice fields are aligned with PUF equivalents, while custom extensions and dynamic lookup tables accommodate country-specific regulatory requirements. Webhook notifications ensure invoice statuses remain synchronized with Oracle every few minutes.
The embedded approach aims to reduce IT complexity and accelerate global rollouts by eliminating the need for third-party middleware or custom connectors. According to the companies, pre-mapped fields and native integration make it easier to add new entities or adapt to changing regulations without extensive customization.
Organizations implementing the solution are encouraged to assess current ERP configurations, engage key stakeholders across finance, tax, and IT, and verify master data accuracy before activating automated invoice flows. Phased rollouts, starting with countries that have strict real-time clearance requirements such as Saudi Arabia or Italy, are recommended to reduce compliance risk.
The solution has already been applied in public sector operations. For example, the NHS streamlined workflows, reduced manual effort, and strengthened supplier relationships through the ONESOURCE Pagero and Oracle Cloud ERP integration.
