Seychelles Advances Real-Time E-Invoicing Plans

Seychelles is progressing plans for a new real-time e-invoicing system, with work now focusing on how businesses’ existing billing systems will connect to the future government platform.
The Seychelles Revenue Commission (SRC) announced on 16th September that it has completed a market survey involving six local Point of Sale (POS) and electronic billing system providers.
The next stage will assess how existing systems could integrate with the SRC e-invoicing platform, including system functionality, infrastructure, cybersecurity and technical deployment.
The planned model is particularly interesting. Government budget documents describe an automated, real-time invoicing system, directly connecting taxpayers’ electronic billing systems with the SRC platform. The objectives include strengthening VAT compliance, reducing fraud and improving tax collection.
Implementation is expected to be phased and risk-based, starting with larger VAT-registered businesses before extending to other VAT-registered taxpayers.
Previous government plans pointed towards introduction during the second half of 2026. However, the SRC has not yet confirmed a mandatory taxpayer go-live date or published the detailed technical requirements.
The latest work nevertheless moves Seychelles another step closer to implementation, with the focus now shifting from the proposed model to how businesses will actually connect to it.
