From the 1st January 2027, all businesses with a revenue of EUR 800,000 or more must be able to send structured electronic invoices for domestic B2B transactions.

Germany’s soft entry to its mandate started 1st January 2025. To date, there have been reported issues with the mandate, concerning:

  • Confusion with the format
  • Delayed or complex integrations
  • Ambiguity in how “compliant” invoices are defined under the mandate, and what constitutes a permissible “other” invoice during the transition period
  • Poor understanding of when companies are legally obliged to send and receive electronic invoices

 9 months into the mandate, only around 20 to 25% of companies send electronic invoices, and one third receives electronic invoices.*
