The Top 10 Locations for BPOs

AT Kearney recently released their report, The Global Services Location Index, ranking the top locations for Business Process Outsourcers (BPOs).  The ranking combines three major categories: Financial attractiveness, People Skills and Availability, and Business Environment.

The report aims to identify countries with the strongest fundamentals to deliver IT, BPO and voice services.

Here is a look at the top 10 countries:

  1. India
  2. China
  3. Malaysia
  4. Indonesia
  5. Brazil
  6. Vietnam
  7. Philippines
  8. Thailand
  9. Chile
  10. Colombia

India comes in a strong first, as the report says due to the breadth of English-speaking labor that no other low-cost country can match.

Top ranking in Financial Attractiveness

  1. Sri Lanka
  2. Pakistan
  3. Bangladesh
  4. Vietnam 
  5. India

(Low ranking countries on the list include:  Australia, Ireland, The United States, Canada and Singapore)

High ranking in People, Skills and Availability

  1. United States
  2. China
  3. India
  4. United Kingdom
  5. Germany

(Low ranking countries on the list include: Panama, Jordan, Senegal, Latvia and Lithuania)

High ranking in Business Environment

  1. Singapore
  2. New Zealand
  3. Australia
  4. Germany
  5. United Kingdom

(Low ranking countries on the list include: Bangladesh, Egypt, Senegal, Ukraine, Pakistan)


In summary, we see it’s about striking the balance that’s right for your organization.  India comes out particularly well in cost and people availability, making it attractive for BPO firms. While the UK and the US performed well in Business Environment and People, Skills and Availability, it is less competitive when it comes to cost efficiency.
